As York mentioned cheapest way is DIY once you arrive in country. Every guesthouse will have their brochures on what is available and for a few dong commission will book your next leg or day tour.

Travel in Vietnam is very cheap if you DIY. If you want to do tours, some day tours out of HCMC are less than US10. There are hundreds of travel agents in most tourist areas, HCMC, Hanoi, Hoi An, Hue etc that are side by side all in competition with each other for your business. From HCMC or Hanoi, you can arrange to get to almost anywhere in Vietnam.

In HCMC, the best bet is to go to the Pham Ngu Lao area for budget hotels, tours, transportation arrangement, cheap food

Hanoi,try the Old Quarter.

Hotel rooms are about $US 20 per night, and cheaper in a dorm. Meals are about $US 2-5 at local eateries.
