travel to Hanoi and Halong Bay 10-14 March 2009

My partner and I are planning to travel to Hanoi from 9-13 March and go to Halong Bay, travelling on the Emeraude from 13-14 March. We are a bit concerned about the weather. I%26#39;m finding mixed information on the web. Is this a good time to travel to Hanoi/Halong Bay? Should we expect some rain, light rain, heavy rain? I may not be interested in travelling up to the Bay if the weather will be poor. Is there a better time of year to go? Any recommendations on the kind of clothing we will need.
