If I want to wander in Vietnam can I do so without booking hotels in advance? Would like some advice on car hire and driving conditions.

You don%26#39;t have to book in advance, but at certain times of the year (eg Tet), occupancy will be high and you amy have to take what you can get rather than what you%26#39;d like.
As a foreigner you can%26#39;t hire a car or drive it in VN, you would have to hire a driver as well. Plus you%26#39;d have to be insane to try. :-)
